How to Report an Illegally Parked Car
On a public road, report it to the body that enforces parking where you live: usually the local council or city parking office, and the police when the car is causing an obstruction or danger. On private land such as a residential or shopping car park, the landowner or managing agent decides. Only an authority or the landowner can have a vehicle removed.

Parking enforcement: in most cities the council or a municipal parking office handles cars in restricted zones, on pavements and across dropped kerbs. Many have an online form or a city services number.
The police: use the non-emergency number when a car is causing an obstruction, such as trapping your vehicle on a driveway or blocking emergency access. Use the emergency number only when there is immediate danger.
The landowner: residential, retail and workplace car parks are private. The rules come from the lease or the operator, and the first call is the manager, security desk or attendant.
A car across your driveway
Blocking access to a driveway or garage is a parking contravention almost everywhere, signed or not. A sign only makes the point sooner.
If your car is trapped, say so when you report it; it changes the priority. The authority will try to reach the driver and can ticket or remove the vehicle. A tow you arrange yourself leaves you liable for any damage.
Accessible bays
Parking in a bay reserved for disabled drivers without a permit carries a higher penalty in many places. On the street, report it to parking enforcement; in a shop or mall car park, tell the operator, who can usually make an announcement.
What to have ready
The address or nearest door number, the registration, make and colour, what the car is blocking, and whether it is urgent. If someone needs to leave for medical reasons, say that first.
Take a photo. A citizen's picture rarely produces a ticket by itself, but it shows what happened if the car leaves before an officer arrives.
What not to do
Letting tyres down, scratching the paint, bending a wiper or boxing the car in with your own all put you in the wrong, and some are criminal damage. They turn a situation you were right about into one you are not.
Glue and tape leave marks. If you leave a note, put it under the wiper.
Often the fastest route is the driver
Reporting works, but response time depends on how busy the day is. If the car carries a way to contact its owner, the problem is usually solved in minutes: call the number on the glass, or scan the QR code.
