How to Report an Abandoned Car
Report an apparently abandoned car on a public road to the local council or city authority, which can trace the keeper and remove it. If it has no plates, a broken window or a damaged ignition, tell the police, since it may be stolen. On private land the landowner or managing agent is responsible.

A car sitting in the same place for weeks is not by itself an offence. The owner may be travelling, in hospital or abroad; where parking is allowed, a car is not removed merely for staying put.
The signs that make it abandoned are different: flat tyres, a broken window, missing parts, no plates, rubbish inside, months of dirt and leaves.
Who to tell
The council or city authority handles abandoned vehicles on public land. In the UK the report goes to the local council through GOV.UK; most US cities take it through their city services line.
The police: no plates, a broken ignition or window, or doors left open suggest theft. Report that to the police, not the council.
The landowner: in a residential or commercial car park the managing agent is responsible. The keeper is notified in writing where known, and removal follows the site's rules or a court order.
What to include
The exact location, the registration if there is one, make and colour, how long it has been there, and a few photos of its condition. Say if it blocks a hydrant, a ramp or a sight line.

Do not deal with it yourself
Having it towed, taking parts or getting inside is an offence however wrecked the car looks. It is still somebody's property.
If the owner could be reached
Some cars reported as abandoned belong to people who are simply away and do not know what has happened. When the window is broken, a tyre goes flat or the council leaves a notice, nobody has a way to tell them.
